Andrew J. Gavin
Deputy Executive Director
Andrew Gavin was appointed Deputy Executive Director following 14 years of service with the Commission. His primary responsibilities include oversight for the Commission’s technical programs, including Monitoring and Protection, Planning and Operations, Compliance and Enforcement, and Project Review. Additionally, Gavin assists the Executive Director in the development and effectuation of plans, policies, and projects relating to the development, management, and conservation of the water resources of the Susquehanna River Basin.
Gavin started with the Commission as a water quality specialist in 1999, became Chief of the Restoration and Protection Section in 2002, and was then promoted to Manager of the Monitoring and Protection Program in 2011. His major work responsibilities included directing the Commission’s efforts in developing and implementing projects related to water quality monitoring and protection.
Prior to working for the Commission, he held positions with a U.S. Department of Energy research consortium and the U.S. Geological Survey.
Gavin holds a M.S. from Northern Arizona University in geology and a B.A. from The College of Wooster in geology.
